New Mexico wealth fund
Bloomberg published a deep dive on the New Mexico State Investment Council, a $70 billion sovereign wealth fund built on oil income. The fund has been restructured in recent years, providing more than $1.8 billion to VC firms since 2022. The fund’s investments have included big bets on defense, energy, and computing in line with New Mexico’s existing strengths.
The article discussed the fund’s investments in Roadrunner Venture Studios, which received $25 million to spur quantum business growth last year, and America’s Frontier Fund. America’s Frontier Fund is run by the former head of In-Q-Tel, the CIA’s investment arm. It received a $100 million commitment from New Mexico.
Alaska’s oil fund phased out a similar program a couple of years ago after seeing disappointing returns, while Maryland’s state pension earmarked funding for companies in its own backyard last year, according to the article.

IBM reference architecture
IBM published a reference architecture for quantum-centric supercomputing, showing how quantum-based compute can be embedded into existing high-performance computing infrastructure without disruptive changes. It describes a landscape that starts with quantum as a co-processor for classical systems, then shifting first to heterogeneous quantum-classical systems relying on advanced middleware and ultimately to tightly integrated quantum-classical systems with a unified programming model and a high level of interoperability.
